Public Consultatioin on Next Generation Access Networks

In many member states, providers of electronic communications services have recently announced, or are already engaged in, the roll-out of next generation access networks (NGA) for the provision of high-speed broadband services.  These new networks can take a variety of different shapes and potentially pose important challenges to national regulatory authorities (NRAs).

Over recent months, the Commission has already received notifications from NRAs relating to markets 4 and 5 of the Recommendation on relevant markets, with many more to come.

Against this background, the Commission is currently preparing a Recommendation on regulated access to Next Generation Access Networks (NGA), and seeks the views and contributions of all interested parties on all aspects of the draft documents.

The public consultation will be open until 14 November 2008.

The Recommendation aims to:

  • Give guidance to NRAs on the treatment of regulated access to NGAs
  • Prevent fragmentation of the internal market
  • Incentivise investment in NGAs
  • Foster competition in the new environment

You can download the draft Recommendation and the Explanatory note for your contribution.

Submissions should be made by 14 November 2008 to the following address:
